You'll be needing more for a WHILE.
2600 is the second soft cap. But a lot of the HM BiS stuff doesn't have haste on it, and you'll often find yourself foregoing haste for more STR (ex. trinkets).
If I go with what's flatly recommended with wowreforge, it has me sitting at around 2K haste and 1750ish mastery. I have hardly any deadspots in my rotation this way, especially with 2set/ams to provide extras.
If you manage your resources properly, anything higher than 1800 haste is fine.
