Do you have to push the button again to use whatever spell you stole? I swear I only pvp and haven't noticed me using any of the spells I've stolen.

Yes, When you steal a spell the DC icon will turn into that spell then you press that key again to use the ability you stole (but it has to be used within 20 seconds of being stolen)
