4 sets mastery bonus does not stack over and over upon itself it just refreshes the buff should it proc again before it falls off.
runic corruption replaces runic empowerment entirely so im confused by your 2nd question.

Well... its better than not having it? 700 mastery vs 0 extra mastery. Id say its pretty good?
